The decisive date is 12. 2. 2026.New buildings and extensive renovations for which the building permit application was submitted after this date must, in accordance with Article 10 Regulation of the European Parliament and of the Council (EU) 2024/1309, include internal optical infrastructure, distribution networks up to the end user, and an access point. The regulation is directly applicable. There is no waiting period for a Czech implementing provision.

What this means for you in practice

The date of application submission is decisive.

The obligation applies to projects where the building permit application was submitted after 12. 2. 2026. This is not a transitional provision open for discussion: the regulation applies directly without implementation into Czech law.

Top-up filling is the most expensive option.

Routes, penetrations and access points are designed together with other trades. If they are addressed only during the rough construction phase, the solution involves cutting through structures, working around obstacles and incurring additional work costs.

Fibre-ready as a selling point

The building equipped according to Art. 10 is eligible for the fibre-ready label. This is not a mandatory field in apartment ads, but a buyer who knows the difference will notice it.

Coordination that no one wants to do.

Electrical trades, main contractors, network managers and operators wishing access to the property. Someone must connect it: typically ending with a designer who lacks the mandate.

Assessment of documentation

Project for internal optical infrastructure

DSP / DPS

Routing, protective sleeves and microtubes, penetrations, riser dimensions, building access point, ODF distribution cabinet or multi-operator box, termination at units. Single-mode fibres with bend resistance category according to current technical specification.

Engineering and permits

Company ID

Network operator statements, consultation with relevant authorities, documentation for land-use and building procedures, land takeovers and traffic measures. For outdoor routes also property rights securing of easements, surveying and geometric plans.

Low-voltage systems and cabling in one set of drawings

Optional

CCTV systems, security and access control, fire alarm systems, communal TV antennas, structured cabling. When you’re already breaking ground and chasing grooves, it pays to design them together, coordinated by one person.

Installation by our own staff

Installation

Building distribution and risers, installation of distribution boards and sockets, fibre splicing. We install the optical network ourselves, not via a hired crew, coordination with the construction schedule is therefore just one phone call away, not a chain of subcontractors.

Measurement, documentation and handover

RDS

OTDR measurement of every fibre with reports, documentation of the actual installation, and basis for commissioning and handover to the network operator.

The fitter carries a bundle of optical microtubes on the construction site.

Who does it

ProFTTH relies on people who operate their own fibre network in Prague 1. We learned to install fibre in historic buildings using our own homes, dealing with easements, heritage reserves and cellars where everything runs. The same team designs the project and carries out the installation.

Frequently asked questions from developers

We submitted our application before 12. 2. 2026. Do we need to take action?
According to the regulation, it is not the date of submitting the building permit application that matters. The practical view is different: a flat without prepared fibre optics sells worse and adding it later costs many times more. For projects scheduled for completion in two or three years, we recommend doing it anyway.
Who exactly checks this obligation?
This is a directly applicable EU regulation, so it is assessed in standard building proceedings like any other construction requirement. Member States set penalties under Article 15. The practical risk is not a fine, but delays in the process or issues during final approval.
Can you supply this as a professional service for our documentation?
Yes, that is the most common mode. We will connect with your lead designer, supply part of the optical infrastructure within their structure, and approve penetrations and coordination with other trades.
Are there any exceptions?
The regulation provides exemptions for certain building categories where compliance would be disproportionately costly, and for special categories such as heritage-listed or military buildings. However, any exemption must be justified; it is not an optional item.
What is your minimum area in square metres or number of units?
We have no minimum. We most commonly work on houses from single units up to lower hundreds of flats; for large complexes we handle phased installation and a shared access point.
How quickly can you deliver the project?
Depends on the scope and complexity. For a standard residential building, we are talking about units of weeks; the deadline will be confirmed in the quote you receive within 48 hours of submitting your details.
